1. Brescancin F, Paletto A (2015). Participatory mapping approach come strumento inclusivo di pianificazione territoriale

 

Riassunto: Il participatory mapping approach è un processo inclusivo che coinvolge le comunità locali nella raccolta e verifica dei dati territoriali. Tale approccio nasce a supporto dei progetti di cooperazione internazionale, negli anni ’80 del XX secolo, finalizzati al coinvolgimento attivo delle comunità indigene all’interno dei processi politici e decisionali legati alla gestione delle risorse naturali. Il participatory mapping approach è finalizzato all'incorporazione delle conoscenze, preferenze e bisogni delle comunità locali nelle scelte di pianificazione territoriale, al coinvolgimento degli attori sociali nel processo decisionale e alla riduzione delle disparità di accesso alle informazioni e alle tecnologie da parte dei differenti gruppi di attori sociali. Gli strumenti impiegati nel participatory mapping approach si sono evoluti di pari passo con l’evoluzione tecnologica, le ephemeral maps e sketch maps hanno parzialmente lasciato il posto alle tecnologie GIS (Geographical Information System) e ai 3D modelling. Partendo da suddette considerazioni, il presente contributo si pone l’obiettivo di fare il punto della situazione sul participatory mapping approach cercando di mettere in luce le principali fasi metodologiche di quest’approccio e la sua utilità nella pianificazione partecipata delle risorse naturali. Infine, il lavoro si focalizza sull’utilità pratica del participatory mapping approach nell’empowerment di comunità evidenziandone pregi e difetti attraverso alcuni casi studio internazionali.

Abstract: Participatory mapping approach is an inclusive process aimed to involve the local community in gathering and monitoring of the territorial data. This approach was defined for the first time in international cooperation projects during the ’80 years of XX century in order to
involve the indigenous and local community in the decision-making process concerning the natural resources management. Participatory mapping approach is aimed to include the knowledges, preferences and needs of local community in the planning, to involve the individuals and groups in the decision-making process and to reduce the differences to the access on the information and technologies from the different groups of social actors. The tools used in the participatory mapping approach were changed according to the changes in the digital technologies, ephemeral maps and sketch maps have been substituted with GIS (Geographical Information System) technologies and 3D modelling. Starting from these considerations, the paper describes the historical evolution of participatory mapping approach with the purpose to highlight the main practical steps of this approach and its utility for the natural resources participatory planning. Finally, the paper focuses on the practical usefulness of the participatory mapping approach in the community empowerment showing the strength and weakness points through some international case studies.

2. Brun F., Mosso A., Blanc S. (2015). Analisi economica e territoriale delle attività delle squadre forestali piemontesi

 

 

Riassunto: L’articolo analizza la consistenza, i costi e le attività svolte dalle squadre forestali in Piemonte, valutando inoltre la tipologia degli interventi eseguiti ed analizzandone la distribuzione sul territorio. Le elaborazioni sono state possibili grazie alle informazioni contenute nel sistema informatico dalla direzione foreste della Regione Piemonte ed utilizzate per fini amministrativi, per il periodo 2006-2014. Questa origine ha comportato alcune limitazioni nelle valutazioni gestionali alle quali si è cercato di sopperire con stime, come nel caso della ripartizione degli addetti fissi e avventizi. Sono state poi realizzate, con strumenti GIS, alcune carte tematiche in cui si è riportata la distribuzione e l’intensità dell’azione delle squadre, valutandone inoltre la continuità nel tempo, sia su scala comunale che per area omogenea. Il lavoro si conclude con alcune riflessioni sul positivo ruolo svolto dai cantieri forestali e con alcuni suggerimenti per organizzarne meglio la pianificazione e la rendicontazione, attraverso gli strumenti già attualmente disponibili.

Abstract: The paper analyzes dimensions, costs and the activities carried out by the public forest workers in Piedmont Region, considering also the typology of interventions and analyzing the territorial distribution. Our elaboration were made possible thanks to the available information of management forests system, which are used normally for administrative purposes, for the period 2006-2014. The data origin has caused some limitations in the assessments for management purposes and we have tried to remedy trough estimates, such as for the number of fixed and seasonal employees. We have also done some thematic maps with GIS technologies, where distribution and intensity of forestry site were represented, together with an assessment of their continuity in time, both at the level of municipalities and of “Mountain and hill communities”. The work end with some considerations on the positive role played by forest workers and with some tips to better organize planning and reporting systems, using tools already available today.

3. Nigrisoli L, Baldini M, Piani L (2015). Valutazione della sostenibilità energetico - ambientale di una filiera Jatropha curcas - biofuel nel nord est del Brasile 

 

Riassunto: L’aumento della domanda energetica globale mette in evidenza quanto il ruolo dei biocarburanti possa essere fondamentale per diversificare le fonti di approvvigionamento energetico, svincolare il settore dei trasporti dai prodotti petroliferi e ridurre le emissioni di gas serra in atmosfera. In questo contesto la Jatropha curcas è considerata una specie molto interessante per la produzione di biocarburanti nei paesi della fascia tropicale e subtropicale. Il presente studio analizza una filiera produttiva di olio vegetale puro di Jatropha curcas in un’area ruraledel Nord Est del Brasile (Stato del Ceará). Attraverso la metodologia del “Life Cycle Assessment” si è valutata la sostenibilità energetica e ambientale dell’intero ciclo produttivo, comparandolo con quello di un analogo combustibile fossile. Si è potuto verificare come la produzione di olio vegetale di Jatropha curcas nel contesto oggetto di studio risulti notevolmente più conveniente, in termini energetici e ambientali, rispetto al processo produttivo di diesel fossile. Tali benefici sono risultati strettamente vincolati al consumo locale dei prodotti e dei co-prodotti della filiera, che potrebbe essere inserita a livello di agricoltura familiare in un’ottica di coinvolgimento della comunità rurale, valorizzazione e tutela del territorio e accesso all’energia.

Abstract: The increasing of the global energy demand underlines how biofuels are necessary in order to diversify energy sources, to separate the transport sector from fossil fuels and to reduce greenhouse gases emitted in the atmosphere. In this context Jatropha curcas is considered as a possible fundamental species for biofuels production in the tropical areas. This paper analyses the production chain of pure vegetable oil from Jatropha curcas in a rural area of the North-Eastern part of Brazil (Ceará State). Through an analysis based on the “Life Cycle Assessment” method, this study evaluates the energy and environmental sustainability of the complete production cycle, comparing it with that of an analogous fossil fuel. It allows to verify how the production of Jatropha curcas bio-oil in the analysed context is notably more convenient than diesel production, with regards to energy consumption and greenhouse gases emissions. These benefits are closely linked to the local consumption of the products and the co-products of the Jatropha curcas oil production chain. Furthermore, this chain could be integrated in the family farming system in order to directly involve the rural community, to promote and protect the land and to improve the access to energy.

4. Mercurio R (2015). Il restauro delle foreste in Italia come miglioramento della capacità di resilienza degli ecosistemi forestali

 

Riassunto: Il tema del restauro forestale non riveste ancora un grande interesse in Italia e spesso è associato all’idea di rimboschimento. Dopo aver riportato le definizioni di bosco degradato e restauro forestale, si sottolinea che data la peculiare situazione italiana, il restauro forestale dovrebbe connotarsi come l’aumento capacità di resilienza dei ecosistemi forestali. Lo scopo del restauro è, oltre quello di ridare funzionalità ecologica ai sistemi forestali degradati, di riattivare dinamiche economiche nelle aree rurali con benefici diretti e indiretti sull’intero sistema sociale.

Abstract: Forest Restoration in Italy as improvement of resilience capacity of forest ecosystems. The subject of forest restoration still does not play a great interest in Italy and is often associated with the idea of reforestation. After reporting the definitions of degraded forest and forest restoration, it is underlined that, given the peculiar Italian features, forest restoration should identify with the improvement of forest ecosystems resilience. The goal of the restoration is, in addition to restoring ecological functionality of forest degraded systems, to reactivate economic dynamics in rural areas with direct and indirect benefits on the whole social system.

5. Hofman A (2015). Il bosco sorgente e riflesso della nostra cultura

 

Riassunto: La storia e la cultura dell’uomo sono legate al bosco da un rapporto di duplice significato. Da una parte il bosco ha esercitato da sempre, fin dalle epoche preistoriche, forti suggestioni sull’emotività, l’immaginazione e il pensiero delle diverse popolazioni e anche sulla loro vita creativa e spirituale, oltre, naturalmente, a rispondere alle loro aspettative materiali riferite al legno e agli altri prodotti che dal bosco stesso possono essere ritratti.
Dall’altra parte, l’uomo ha influito enormemente sulla consistenza e sulle caratteristiche fisionomiche e biologiche delle foreste che cadevano sotto il suo controllo, determinandone, assieme ai fattori ambientali, i cambiamenti, la diffusione o la scomparsa. La deforestazione ha una storia lunghissima, di alcuni millenni: è stata l’inevitabile conseguenza dell’espandersi dell’agricoltura, della pastorizia e delle crescenti necessità costruttive, ma più volte è avvenuta anche per motivazioni che esorbitavano tali necessità. I cambiamenti strutturali e vegetazionali delle foreste primigenie sono più recenti, in quanto sono la conseguenza degli interventi di utilizzazione e di coltura intrapresi in epoca storica.

La selvicoltura, come pratica razionale e continuativa di cura e taglio del bosco, è stata ispirata in tempi moderni da diverse visioni, anche antitetiche, di quello che è parso via via il rapporto più soddisfacente uomo-bosco. Tale rapporto può oscillare in un campo molto vasto, dall’uso intensivo e liberista delle risorse forestali a quello meramente protettivo.

Il nuovo periodo di programmazione per lo sviluppo rurale dei Paesi dell’Unione europea (2014-2020), nel quale s’inseriscono le misure forestali che saranno sostenute dal relativo fondo di finanziamento FEARS, pone l’interrogativo sull’impostazione che dovrà avere la nostra selvicoltura nei prossimi anni per rispondere al meglio al principio di gestione sostenibile. Se non vogliamo correre il rischio di una risposta insufficiente della multifunzionalità dei nostri boschi, occorre promuovere una selvicoltura molto attiva, che renda ragione delle nostre conoscenze sulle risorse naturali e della nostra responsabilità per mantenerle e migliorarle nel tempo.

Abstract: The story and culture of Man are tied to the woods through a relationship with a two-fold meaning. On one hand, the wood, since prehistoric times, has always exerted strong suggestions on the sensitivity, imagination and thoughts, and also on the creative and spiritual lives of different peoples. Furthermore, they have, of course, answered their material needs in relation to wood and other products extracted from forests themselves.

On the other hand, Man has had an enormous influence on the consistency, physiognomical and biological characteristics of forests under his control and in this way, together with environmental factors, has determined the changes, its spread or its extinction. Deforestation has a long history of thousands of years: it is the inevitable consequence of agricultural expansion, of stock raising and of the unrelenting need of construction, but more often it has gone beyond these reasons. Changes in the structure and vegetation of primary forests have been more recent, being the result of the use and cultivation interventions undertaken in the historical past.

In the modern era, sylviculture, as a rational and continual practice of cure and felling treatment of woods, has been inspired from different points of view, some even antithetic, to which, in various moments, appears the most satisfying rapport between Man and Wood. Such a relationship can vary over a wide field, from an intensive and liberalist use of forestry resources to that of a purely protective one.

The new programming period for rural development of European Union countries (2014-2020), in which forestry measures will be sustained by the special funding FEARS has been included, imposes the question of the planning that our sylviculture must have in the coming years, in order to answer to the principle of sustainable management in the best possible way. If we do not want to run the risk of an insufficient answer to the multifunction of our forests, then a very active sylviculture must be promoted, one which justifies our knowledge of natural resources and of our responsibility to maintain and improve them over time.

6. Salvador I, Avanzini M (2015). I boschi delle Valli del Leno (Trentino meridionale): evoluzione storica del rapporto tra ambiente naturale ed attività antropica

  

Riassunto: Nelle Valli del Leno le prime documentazioni relative alla gestione della risorsa forestale risalgono al XV secolo. Pesanti interventi di disboscamento si susseguono tra XVI e XVIII secolo. Verso la metà del XIX secolo i boschi raggiungono il loro massimo sfruttamento per il taglio del ceduo. La prima guerra mondiale ha effetti devastanti sulla copertura forestale; negli anni ‘50 del secolo scorso si procede pertanto a massicci interventi di bonifica e miglioramento boschivo. Negli anni ’60-‘70 l’agricoltura montana e la selvicoltura entrano in crisi: come il pascolo anche il bosco perde il suo ruolo primario nell’economia locale. I terreni agricoli e pascolivi abbandonati sono rapidamente invasi dalla vegetazione e richiusi da boschi di neoformazione. Dal 1954 si sono persi più di 600 ettari di superficie pascoliva e prativa con una velocizzazione del fenomeno tra anni ’60 e ‘90. Il confronto con l’uso del suolo nel 1859 evidenzia un incremento della superficie boscata pari al 20%. Il rimboschimento naturale si associa a un cambio della composizione della foresta: nel 1892 più del 84% del bosco era composto da latifoglie, ora le conifere sono decisamente dominanti (61%).

Abstract: In the Valli del Leno area the first documentary evidence of forest management activities dates back to the 15th century. Heavy logging were operated between 16th and 18th c. During mid 19th c. the forests reach their maximum use for cutting coppice. The First World War had devastating effects on forest cover and in the 1950s massive land reclamation and forest improvement were therefore carried out. In the 60s and 70s, mountain agriculture and forestry went through a crisis: wood, as grazing, lost its primary role in the local economy. Pastures are quickly abandoned and overgrown. Since 1954 more than 600 hectares of grazing land and meadows were lost, with an increased rate in the 1960s and 1990s. Land use from 1859 to date shows an increase of woodlands of ca. 20%. The natural reforestation is associated with a change in the composition of the forest: in 1892 more than 84% of the forest was composed of deciduous, while coniferous trees are now dominant (61%).

7. Monauni C, Dallafior V, Canepel R (2015). Possibili impieghi dei risultati dell’applicazione dell’IFF (Indice di Funzionalità Fluviale).

 

Riassunto: L’IFF (Indice di Funzionalità Fluviale – Siligardi et al., 2007) è un metodo che stima la funzionalità fluviale, cioè l’insieme di processi, funzioni, dinamiche e correlazioni tra gli elementi strutturali del corso d’acqua e il comparto biologico.

I risultati dell’applicazione di questa metodica possono essere utilizzati in vari ambiti:

- nella pianificazione territoriale per la definizione degli ambiti fluviali ecologici

- nelle valutazioni di compatibilità ambientale per valutare la fattibilità di un’opera di presa a scopo idroelettrico

- nella riqualificazione fluviale per identificare i criteri di priorità (es. per l’individuazione dei tratti in cui proporre interventi di compensazione, previsti in seguito alla realizzazione delle derivazioni idroelettriche, oppure per l’identificazione delle misure necessarie per raggiungere gli obiettivi di qualità definiti dal D.lgs. 152/2006 nel monitoraggio ambientale).
L’applicazione dei risultati IFF fornisce dunque un valido supporto alla programmazione degli interventi sui corsi d’acqua, tenendo conto delle esigenze ecologico/funzionali.

Abstract: The Fluvial Functioning Index (F.F.I., – Siligardi et al., 2007) is a method which aims to assess the most important ecological aspects of the whole course of a river such as riparian areas, morphology characteristics and biological features. The F.F.I. is able to produce a synthetic but comprehensive evaluation of the functionality of the river.

The river to be examined is divided into stretches. For each stretch a F.F.I. form, which is divided in 14 questions, is filled in. There are 4 possible responses to each question and for each answer there is a fixed score. The sum of the score of the single answers gives the final evaluation of the functionality of the right and left side of the river stretch as the structure and the riparian formation type may change in the two watercourse banks. F.F.I. score classification is divided into 5 categories with a specific colour, from blue (high functionality level) to red (bad functionality level).

We retain to consider F.F.I. method as an useful tool in:
- territorial planning to evaluate riparian ecological protection areas
- environmental compatibility evaluations to define impact of small hydroelectric plants
- river restoration to identify prioritary interventions (e.g. for the individuation of the stretches where to propose restoration projects after realization of hydropower plants or for the identification of necessary measures to reach quality objectives defined by Water Framework Directive).
FFI results are useful to support river intervention programs, taking into account ecological needs.

8. Pontalti L (2015). La trota marmorata Salmo marmoratus Cuv. in provincia di Trento 

 

Riassunto: Sono esposti i risultati di 126 campionamenti con elettropesca effettuati dall’Amministrazione nel decennio 2002 – 2012 nella Zona della trota marmorata in provincia di Trento, con informazioni sulla distribuzione, accrescimento, pescato, ripopolamenti, problemi della specie e del suo ambiente con le contromisure in atto per risolverli.

Abstract: From 2002 to 2012, 126 electrofishing samples were taken in “Marble Trout zone” streams in the province of Trento (Italy). Species distribution, growth, catch and restocking data are presented and proposals for augmenting marble trout populations and dealing with habitat restrictions are outlined.

9. Mattedi L., Forno F., Varner M. (2015). Bosco ed agricoltura: è sempre un binomio positivo? 

 

Riassunto: Il rapporto pianta coltivata e bosco limitrofo evidenzia una serie di relazioni positive e negative, valutandole dal punto di vista produttivo; una lunga serie di patogeni possono infatti spostarsi dall’ambiente naturale a quello coltivato incrementando la gamma di organismi che possono attaccare le nostre piante coltivate: melo e vite in particolare. In questa nota vengono riassunti alcuni fitofagi che negli ultimi anni hanno interessato il mondo agricolo trentino evidenziando il legame fra i due ambienti interessati: il bosco può fungere sia da riparo, sia da serbatoio per quanto concerne i patogeni interessati.

Abstract: The relationship cultivated plant and the nearby forest shows a number of positive and negative relations, evaluating them from the point of view of production; a long series of pathogens can in fact move from the natural environment to that cultivated by increasing the range of organisms that can attack our cultivated plants: apple tree and vine in particular. In this note summarizes some pests that in recent years have affected the agricultural world of Trentino highlighting the link between the two interested parties: forest can act as a shelter, and source of involved pathogens.
