1. Charlier C (1985). Influenza della pratica dello sci sulla foresta.

 

Riassunto: La forte espansione della pratica dello sci determina un notevole danneggiamento alla foresta sia per l'apertura in essa di piste da sci, sempre più numerose e larghe, sia per l'elevato numero di sciatori che frequentemente le abbandonano per inoltrarsi nei popolamenti forestali.

La realizzazione di fasce disboscate comporta un insieme di alterazioni di ordine paesaggistico, ecologico ed economico di tale entità da richiedere una immediata presa di coscienza delle conseguenze che si determinano nel breve e nel lungo periodo.

La pratica dello sci fuori pista è fonte di un elevato danneggiamento, particolarmente a carico dei soprassuoli forestali in rinnovazione, che vengono così seriamente compromessi. L'esercizio intensivo dello sci fuori pista risulta incompatibile con la perpetuità della foresta.

Gli sciatori ed i gestori delle stazioni invernali sono nel contempo amatori e distruttori di zone forestali, dunque devono partecipare alla difesa e prodigarsi per la salvaguardia di questo bene sempre più richiesto.

 

Abstact: The extensive growth in the practise of skiing has meant notable damage being done to the forests due to both the opening out of them for the forever larger and more numerous ski slopes, and the increasing number of skiers who frequently leave the slopes to go into the patches of forest.

The creation of cleared strips of wood brings about a series of changes of an ecological, economie and panoramic type that on such a large scale that an examination of the long and short term consequences needs to be carried aut straight away.

The practice of skiing off the slopes is the cause of increased damage especially at the cast of the surface vegetation of forests in the process of replanting which are then seriously hindered. The intensive practice of off-slope skiing turns aut to be incompatible with the continuation of forests.

Skiers and managers of winter resorts are at the same time lovers and destroyers of forest areas, so they must part in the defence of them and do all they can to protect this asset we have, that is forever more in demand.

2. Sonnier J (1985). I diversi possibili provvedimenti sperimentali per conciliare l'esercizio dello sci fuori pista con la sopravvivenza della foresta.

 

Riassunto: La pratica dello sci fuori pista determina notevoli danni nei popolamenti forestali soprattutto a carico delle piante giovani, le quali risultano vulnerabili fino a che non superano di circa 2 m la superficie sciabile. Il tempo necessario al raggiungimento di tale altezza determina la durata dell'azione di protezione contro tali danni.

Diversi tipi di barriere (corde, nastri, reti, filo spinato, ecc.) sono stati sperimentati a difesa delle giovani piantagioni, oltre ad alcuni accorgimenti adottati al fine di scoraggiare e dissuadere gli sciatori ad uscire di pista (impianti fitti. paletti di protezione).

Molto importante risulta l'informazione e la sensibilizzazione degli sportivi sulle conseguenze immediate e di lungo termine a carico delle cenosi forestali. I divieti invece risultano in genere di scarsa utilità ed efficacia.

II costo delle protezioni delle superfici boscate è molto elevato se comparato al prodotto legnoso ricavabile, mentre diviene sopportabile se questo esborso rientra nelle spese generali di manutenzione delle stazioni sciistiche, ove il bosco assolve ad una funzione protettiva e turistico-ricreativa di prevalente interesse nei confronti della funzione produttiva.

La difesa del bosco dai danni dello sci fuori pista determina anche nuovi problemi agli amministratori delle foreste, i quali debbono così adottare, nelle zone boscate soggette a tale attività, particolari tecniche colturali ed accorgimenti atti a minimizzare gli effetti negativi ed a contenere entro limiti ragionevoli le inevitabili perdite di produzione di legname.

 

Abstact: The practice of off-slope skiing causes notable damage to forested areas especially at the expense of young plants, which prove to be vulnerable until they are two metres over the skiing surface. The time needed to reach this height determines the lenght of time for protective action against the damage.

Different types of barriers (string, ribbon, nets, barbed wire, etc.) have been tried out for the protection of young planted areas, as well as some devices used in order to discourage and dissuade the skiers from leaving the slopes (thickly planted areas, protective stakes).

The spreading of information and an awareness to practicers of the sport about the immediate and long term consequences at the cost of forests, has proved to be very important. The barriers, on the other hand, have turned out to be inefficient and of little use.

The cost of protecting wooded areas is very high if it is compared to the available yield of wood, while it is tolerable if the expenditure comes into the generai outlay for the maintaining of ski resorts, where woods have a protective and a touristic-recreational role with a major interest as far as the productive role is concerned.

The protection of the woods from damage by off-slope skiers also brings about new problems for the forest administrators, who must adopt, in wooded areas subject to this activity, special cultivation techniques and devices that will minimize the negative effects and restrain, within reasonable limits, any eventual losses of timber production.

3. Nervi P (1985). Problemi di sviluppo delle aree ad uso estensivo.

 

Riassunto: La relazione prende innanzitutto in esame l'importanza delle regioni montane sia per l'estensione che per le vocazioni e le funzioni di uso che le contraddistinguono. In proposito viene sottolineata la necessità di garantire ad un tempo la conservazione dell'ambiente naturale e di rispondere ad esigenze turistiche.

Successivamente la relazione mira ad evidenziare come l'ambiente montano debba essere considerato in tutte le sue componenti, come spazio per la vita e l'economia delle popolazioni residenti, come spazio integrativo per la popolazione non residente, come spazio naturale dotato in quantità e qualità di risorse naturali ed ambientali.

Tale ambiente, mettendo a disposizione beni di consumo privati e pubblici, fornendo fattori per la produzione, servendo quale mezzo di assorbimento di prodotti non voluti, richiede l'elaborazione di una politica intesa a tutelare e a conservare risorse il cui sacrificio non sempre viene considerato nei costi sostenuti dal soggetto economico preso singolarmente.

Le esperienze estere portate ad esempio sollecitano un processo di sviluppo programmato coerente che non ignori la complessità dei sistemi ecologici, economici, culturali su cui intervenire per una accorta politica di gestione delle risorse.

 

Abstact: The report looks at first at the importance of mountain regions as regards both their dimensions and the possible and actual ways they are utilized that distinguish one from the other. Concerning this subject, the need to ensure the preservation of the natural environment for the future, and to satisfy needs of tourists is then underlined. Following this, the report aims to show how mountain environments must be regarded under all aspects, as a place for the life and economy of the people who live there, as a place also for people from outside, as a natural place provided with abundant and excellent resources from the nature and its environment.

Surroundings of this sort, offering up private and public consumer commodities, providing factors stimulating production, acting as a means of absorbing unwanted products, require the employment of a policy intent on protecting and preserving the resources, the expence of which is not always taken into consideration within the costs asserted by the economie considerations when taken individually. The foreign experiences, presented as examples, suggest a process of development which is coherently programmed and that is aware of the complexity of the ecological, economic and cultural systems to be dealt with, in order to follow an astute policy of management of the resources.

4. Giovannini G (1985). Il dimensionamento del sistema impianti-piste nella pianificazione territoriale, effetti diretti ed indotti.

 

Riassunto: Sono esposti i criteri adottati nel dimensionamento degli impianti per lo sci alpino e delle relative infrastrutture alla luce dei moderni concetti di pianificazione territoriale.

Viene esemplificata la situazione relativa al Trentino (Nord Italia) dove l'Autore prevede una recettività invernale potenziale di 185.000 turisti, un carico antropico che implica l'impiego di 2.400 ettari di territorio.

Sono rimarcati gli effetti negativi della concentrazione degli impianti in zone di limitata estensione, dove le utilizzazioni in atto e quelle previste rischiano di superare i limiti della stabilità idrogeologica del territorio.

 

Abstact: The criteria used for projecting alpine ski plants and related facilities in the light of modern ideas on territorial planning are explained.

The situation relevant to Trentino (North Italy) where the writer estimates a potential winter influx of 185.000 tourists, a human intake that involves the employment of 2.400 hectars of land, is illustrated.

The negative effects of a concentration of plants in a limited area, where the present consumptions and the foreseen risks going over the limits of the hydrogeological levels of the area, are pointed out.

5. Caola E (1985). Cartografia tematica dei fenomeni valanghivi.

 

Riassunto: Sono illustrate le metodologie adottate dall'Ufficio Valanghe della Provincia Autonoma di Trento per la realizzazione di una specifica cartografia tematica del fenomeno valanghivi.

Sono svolti cenni sulle "Carte di localizzazione probabile delle valanghe" (C.L.V.P.) ed ai "Piani delle Zone Esposte alle Valanghe", per mezzo delle quali si quantificano il grado di rischio ed i limiti delle zone di arresto delle masse nevose.

 

Abstact: The methods adopted by the Avalanches Office of the Autonomous Province of Trento for making a series of maps specifically about the phenomena of avalanches are illustrated.

References are made to the papers locating possible avalanches (C.L.V.P.) and to the "Plans for zones exposed to avalanches" from which the level of risk and the outlines of the zones where the snow masses stop are measured.

6. Boso R (1985). Catasto forestale delle piste da sci e impianti di risalita nel Trentino.

 

Riassunto: All'Autorità Forestale è affidata l'istruttoria delle domande di autorizzazione alla trasformazione del bosco in altre "qualità di coltura" in tutti i terreni sottoposti a vincolo idrogeologico ai sensi del R.D, 30 dicembre 1923, n. 3267. Negli ultimi tempi nel Trentino si assiste ad una crescente richiesta di superfici vincolate per gli impianti di risalita, piste da sci, e per le relative infrastrutture.

Questa tendenza ha indotto a valutare la compatibilità idrogeologica degli interventi non più a livello di singola richiesta ma in ambiti territorialmente più vasti.

 

Abstact: The judical inquiry of applications for authorisation to turn woods into another "type of cultivation" for any lands under the hydrogeological regulations according to RD. 30th December 1923 N. 3267, is the job of the "Autorità forestale", the forest's authority. Recently in Trentino an increased amount of applications of areas for ski lifts, ski slopes and for related facilities has been seen. This tendancy has lead to a valuation of the hydrogeological compatibility of the works no longer on the level of each application as it comes, but for much larger areas of land.

7. Piussi P (1984). Il limite superiore del bosco sulle Alpi: situazione, storia e problemi dei boschi di alta montagna.

 

Riassunto: Sono analizzati i vari aspetti dell'ecologia del bosco di alta quota, con riferimento ai meccanismi di rinnovazione e all'influenza dei fattori climatici ed antropici che determinano il limite della vegetazione arborea.

Sono fornite quindi alcune indicazioni sui metodi di ricostituzione della copertura boschiva in alta quota.

 

Abstact: The various aspects of the ecology of high altitude woods are analysed, with reference to the mechanisms of regeneration and to the effects of climatic and anthropical factors that determine the limits of arboreous vegetation.

Some information is then provided on methods of reforestation for high altitude stretches of woods.
